I've heard on the news that it's now illegal for a car insurance company to change your rates based on where you live, at least in California if not nation wide.
Does anyone know where any official documentation/websites that specific state this fact that someone could site if it becomes an issue with a particular company?

Well, California law doesn’t apply to the other states – each state makes it’s OWN laws regarding insurance.
I’ve checked with the CA insurance department website, and don’t see ANYTHING like this. I’d be shocked if it was true – I think you’re either misunderstanding something. It’s possible that the rate for, say, towing, or medical payments to people in your car, is a flat rate, regardless of territory. But it’s a flat out fact that some areas have more thefts, and others more accidents.
I seriously doubt that ALL rates are going to be the same in CA, regardless of where you live.
Look at the link. Note: the first question they ask is your zip code.This would lead me to believe where you live IS a major factor in your premium.
Pennsylvania rates this way, they have been for many years.
CHECK WITH THE BOARD OF INSURANCE WHICH IS ON LINE AND THIS WAY YOU WILL BE ABLE TO SEE FIRST HAND ALL INSURANCE COMPANIES INCLUDING THEIR RATINGS AS WELL AS HOW THEY PAY AND TREAT CONSUMERS AND MAYBE BE ABLE TO ASSIST YOU.
