are the prices the same for people under 25 and people 25 and over? lets say for example someone at 24 is paying $800/year for liability. when this person turns 25 does this rate go down or does it remain the same for all ages?

I think its usually about the same, but that seems like alot for liability, for that age I mean.
no when you turn 25 it drops DRASTICALLY. thats for every state. Think about it when you want to rent a car 80% of the places require that you be at least 25 years of age.
Usually when you get 25 the insurance is cheaper and the older you get after that it gets cheaper.
